According to the criminal complaint, then-Brown County Sheriff Deputy Kelly Milks asked Howe to leave the Epic Event Center during the Rob Schneider performance because of his unruly conduct on June 16.
About 10 minutes later, Howe was found in the parking lot, “screaming, reaching into flower pots and throwing the soil around.”
“Deputy (Milks) walked to the male and asked him to come over to her as Deputy (Milks) activated her body camera. The male clearly saw Deputy (Milks) and tried quickly jogging away from Deputy (Milks) around a vehicle parked nearby. Deputy (Milks) attempted to take hold of the male’s arm to take him into custody. The male pushed Deputy (Milks) away as he continued to run around the vehicle. Deputy (Milks) again caught up to the male and attempted to take him into custody. Deputy (Milks) grabbed the male’s shirt as she attempted to gain control of him. The male continued to pull away from Deputy (Milks). Deputy (Milks) began to fall and the male fell with her. Deputy (Milks) felt instant pain in her left knee as she felt it pop. Deputy (Milks) fell to the ground and was unable to move her leg or get up,” the complaint states.
Howe was eventually arrested, placed in a squad car and taken to jail.

“The whole time this was going on, Officer Perra reports Howe continued to yell and scream at Brown County deputies. While traveling to the jail, Howe informed Officer Perra that he could not believe that the short, ugly, fat female had arrested him. Howe stated this several times,” the complaint states.

According the sheriff’s department, the officer required surgery and extensive rehabilitation. Milks subsequently resigned her deputy position to pursue another a career.
All eight of Brown County’s judges recused themselves from the case because Howe regularly appears before them. It was then assigned to a Kewaunee County judge and prosecutor.
