Russia keeps threatening world war 3 with nukes but most likely if Russia could then they already would have.
It is just Putin blowing off steam over the situation with Germany supplying weapons to Ukrane.

Technically since the Donbas region is considered by the United States to be part of Ukraine, it isn't a problem.

MOSCOW (Reuters) - The Kremlin said on Tuesday that Germany's involvement in the Ukraine conflict was growing by the day, and that Berlin had no way of ensuring that weapons it had provided to Ukraine would not be used against Russian territory.
Kremlin spokesman Dmitry Peskov said German-supplied weapons were already being used in the Donbas region, which Russia has declared its own, a step Ukraine and the West have dismissed as illegal.
Chancellor Olaf Scholz said on Monday that Germany had insisted, like other NATO member countries, that the weapons it is supplying to Ukraine must not be used against Russian territory.

The Wagner Group, the Russian paramilitary organization that has suffered significant casualties throughout the brutal fighting in Bakhmut, lost more than 100 people in a single day during an effort to capture 160 meters of land, according to the mercenary group's leader.
Yevgeny Prigozhin, the founder of the Wagner Group and a one-time ally of Russian President Vladimir Putin, described the assault in an audio recording posted to his Telegram channel this week.
Prigozhin said units of Wagner soldiers advanced on the Ukrainians' position in Bakhmut on Tuesday, ultimately capturing 53,000 square meters, but losing 103 people during the process. The leader blamed an ongoing lack of necessary ammunition for the slaughter.
"We are still not given ammunition in the required amounts," Prigozhin said in the audio recording.

Russian troops say their military commanders are now disciplining soldiers by imprisoning them in holes in the ground covered by metal grilles, per the UK's defense ministry.
These pits, which are called "zindans," are being used to detain soldiers for misdemeanors, according to a Sunday intelligence report from the ministry. These offenses range from getting drunk to asking to terminate their contracts.
The "zindans" are another sign of a growing shift in the Kremlin toward "increasingly draconian initiatives" aimed at bolstering discipline among the Russian ranks in Ukraine, the UK's defense ministry said.
"In the early months of the war, many Russian commanders took a relatively light touch of enforcing discipline, allowing those who refused to soldier to quietly return home," the intelligence report said.
Much of that has changed since the autumn of 2022, and more so since Russian Gen. Valery Gerasimov took command of the war effort in January, per the report.
The intelligence update comes several weeks after the independent Russian media outlet Vertska also reported that Russian troops were beaten and placed in "zindans."
