He was in The Waterboys ('Whole of the Moon' fame) then left and set up his own one-man band, World Party. Totally recommend the album Goodbye Jumbo: Every song is well written, really thoughtful lyrics, the album being a literal goodbye to the animals of this world that we are destroying. Similar to the Matt Johnson and his The The operation. Here's a favourite track of mine, actually from the follow-up album 'Bang':

I've got the first two World Party albums although haven't played them in years. Got everything by the Waterboys. Mike Scott and Karl did not part on good terms. Will give that album a listen.
Edit, must be the first and third I have as this seems to be the second and I'm sure I haven;t got this one.
Edit 2, apparently some of this album were co writes with Guy Chambers who co wrote all Robbie Williams's hits.
Edit 3, nice summery guitar pop, ordered a copy on ebay for £2-75.
