TBF, needle exchange programs are about reducing the spread of HIV and hepatitis, etc. Which doesn't make a lot of sense. Drug users are users. I would imagine the "prevention" afforded by providing free paraphernalia is more than wiped out by the use this action encourages.
Here's a sad article about San Fran's drug market. 23k visitors and not even 20 got treated. Not really. Users will be using regardless of having access to new paraphernalia or not. The difference is that by having them, they won't require sharing with other users and thus increasing the risk of aids or other blood transmitted diseases. Besides this nothing new, needle exchange programs in several countries and in some Republican states already. I was checking the CDC data and Alabama that doesn't have a needle exchange program has a higher death rate by overdose than Wyoming which has a needle exchange program. Texas also has one of the lowest death rates by overdose and also has these type of programs.

Surely you can see the correlation between urban dwelling percentage and overdoses though. Cheyenne is the biggest city in Wyoming with a population of 60,000. Alabama has 8 cities bigger than that.

We must have drug laws but we must not have gun laws. Only drug laws work. Not gun laws. Never gun laws. Because we have a Constitutional Right to own firearms. Get that through your fuckin' head.
No one said we didn't; that doesn't mean they shouldn't be regulated. It's sick that children have the right to be splattered in their elementary school classrooms, identified only through DNA records, but do not have the guarantee of going home to their parents at the end of the day.
