Ancient Roman society was the last in a long list. From the very beginnings of civilization the uncivilized people on the fringes of civilization got organized enough and yet were barbaric enough to seize the civilized area by military force. Some of the first writing and thus "civilization" rose to significance in Sumer and Egypt. The Akkadians conquered Sumer. At some point after various military complications, Babylon dominated the area of Sumer and much of Egypt. The next fringe invaders were the Assyrians. Then Persia. Then Greece. Then Rome. Rome secured a military dominance of the "known world" but could not maintain cultural dominance. It had already split in two before the next fringe group, Nordic tribes, attacked the Western Roman Empire. At its height the ancient Roman Empire was a most bizarre mix of civilization and barbarism. The famous Roman Colosseum featured pillar capital styles from Doric, Ionic, and Corinthian architectural traditions, and yet it was where people were killed for entertainment. The Roman leaders understood one thing, the unwashed masses needed to be fed and entertained. To ignore them (and ironically enough, to baby them) would lead to an Emperor's ruin. An oft heard complaint about nuclear weaponry when it first came into use was that the level of technological advance was exceeding the level of cultural advance, like giving matches to children. Ancient Rome had a similar problem, the power of government exceeded the wisdom of government. A major factor in the division of the Roman empire was that the eastern half was far more thoroughly civilized than the western half. That is probably why it endured so very much longer. The East had the still rich Hellenic culture and art and sophistication. The West had legalism and even Cicero (his writings) couldn't tame that. The Romans were better at copying art than making their own.
