Any organized crime syndicate in Russia today is an enfranchised servant of the state or irrelevant. Well they're definetly not irrelevant (Mafia boss Semion Mogilevich's net worth is estimated to be 10 billion dollars) If he was allowed to accumulate such wealth he falls under the first category.

Probably Dmitri Medvedev, he kept the seat warm for Putin for a few years and he's the current Prime Minister of Russia.
Alexander Bortnikov is another name I've heard thrown around, he's the head of the FSB.
With either of these men (or even with someone else close to Putin) I don't think the situation with Ukraine would really change much, unless shit hits the fan and there's internal unrest or a party coup like what happened after Stalin died.

Putin's mistakes continue to stack up, although given the resources that Russia had it could have easily defeated the United States if Putin had not been such an incompetent leader. Putin's mistakes, Putin's mistakes, blah, blah, blah...Remember, it was Putin who revived Russia after the DISASTER of the Yeltsin years. Yeltsin, following the advice of stupid American economic "experts", privatized the economy and sold off state run industries to the highest bidders creating the oligarch class that began to dominate Russia. Average Russians suffered horribly under Yeltsin's tottering economy - millions were unemployed, drug abuse went up, the suicide rate went up, and the crime rate went way up. It was Putin who reversed a lot of Yeltsin's mistakes and re-nationalized some of those industries to benefit the Russian people. Putin chased some of the worst criminal oligarchs out of Russia (most of them are now living in Tel Aviv...surprise, surprise) and stabilized the economy. There's a reason he's so popular with his people.

Putin on the other hand..also how do we know he is so loved without free elections?

Putin was KGB. He was a Bolshevik to the core. He's Stalin without the bells and whistles, no hammer and sickle, no 300 lbs of medals on his chest. But he's cut from the same cloth. Just as Stalin was Nicholas II without the crown and the double Eagle.
