I was watching it with my fiance and girlfriends at Halloween, didn't mind the nudity in this as its expected with horror films. But after googling the lead girl actress who appeared topless, I found out that she was only 16 years of age during this and should be illegal.

I'm not surprised that Hailee isn't going to be appearing nude in the remake of Romeo & Juliet. Whereas there were a bunch of American films with young girls or boys exposing flesh in the 1990s (you named American Beauty with Thora Birch, but there's also Doppelganger with Drew Barrymore at 17, Return to the Blue Lagoon with Milla Jovovich at 14, Night of the Demons 2 with Cristi Harris at 16, Shadrach with the preteen boys Scott Terra and Daniel Treat, Angela with two little girls, Apt Pupil with young teen boys, and even Cyborg 2 with Angelina Jolie at 17) in the past 11 or so years there have been close to none.
Willa Holland was 16 when she made Garden Party and her character plays a 15-year-old runaway who poses nude for a photographer, but they don't actually show her nudity. The recent MTV version of Skins deleted a scene of adolescent boy nudity because pressure groups were getting upset. Amber Heard's topless scene in Friday Night Lights was cut from the final film. That's just how things are these days.
In places like France it's still common to see naked people under 18 in regular films.
Looking back a couple of decades, American actresses like Melanie Griffith, Brooke Shields, and Robin Mattson took their clothes off in films in the 1970s.
