The new law will allow adults to carry up to 25 grams of cannabis for their own consumption and store up to 50 grams at home. It is now slated to come into effect on April 1.

Cannabis has been tolerated in the Netherlands for a long time but I was always under the impression that it was never LEGAL strictly speaking. Anyway, is there any other European country that has legalised it, like Canada and several US states have?

Although partly legal and decriminalised might not literally mean the same thing (but I think they practically do).

A pothead friend was thinking of importing it from Portugal if/when it becomes legal here.

For understanding this part one has to know that some of the Premier Ministers of the Bundesländer (federal states) oppose the law from an ideological point of view, while others (like Malu Dreyer from Rhineland-Palatinate) want to have longer transition phases as the cannabis legalization does include amnesties for which our legal systems who already are overloaded have to do a rollback of several thousand cases (in RLP). In the long term there is hope for our systems to have to handle less Cannabis cases though.
Now, did it really hurt so much Flying Monkeys?
