What, you mean they're not? The first two were emperors (first Roman emperor, last German emperor, respectively), the third was reigning monarch (Tsar) of Bulgaria (although he was a minor at the time, ruling by way of a regency led by his uncle). Big differences between the Kingdom of Rome and the Roman Empire. For example, the emperors did not portray themselves as royalty. They were more military leaders.
