Don't you think that "board" is always going to informally mean the whole forum? As in "You should join Monkey's board," or "That wanker is the worst troll on the board."

Oops, I think I got those reversed, recently. Yes, I know, I saw that and decided to ask for opinions. You might be right: Note how it is saying that a forum relates to discussing a particular issue or topic, which would fit with what you said.
