It won't flow into #4 until #2 is full as it requires water pressure to force the water up into #4 - doesn't matter that #2's exit pipe is lower, it has to go straight up, which requires pressure. #3 won't fill first as its exit pipe is in the middle and has only a gradual incline into #6 The answer remains #2, and Hux already gave the answer. = I win.

The weight of the water (which creates the pressure) when 3 approaches full pushes the water up the pipe to 4. Go get a watering can which has an upwards pointing spout. If the top of the spout is below the top of the can, the water will come out of the spout first. Or go and look at a water tank on a roof. The water comes down to ground level and then goes back UP into buildings and flows well because the top of the tank is higher thank the top of the pipe to the tap.

Well, it's kind of a trick question that depends on how you define "filled." I defined it as the point at which no more water can possible rise thus the answer is... two. But if you want to be a stickler then you could accept three as the answer because it is technically the first one that will fill all the way to the top. Answer
