Sorry, I meant the same situation as can 2. Can 2 starts to empty through the pipe to the left for exactly the same reason as a watering can or water tank will. Think of it like this. As the water rises in can 2, what level does the water have in the exit pipe on the left? Answer: the water in the left pipe rises at the same rate as the water in the can. In other words, the surface of the water in the left pipe is always at the same level as the surface of the water in the can. It cannot possibly be at any other level. It cannot possibly be above or below the surface of the water in the can, due to the pressure being equal in the can and the pipe where they meet near the bottom of the can. Result, the left pipe overflows before the can.

If you watch the video that you linked to, you will see that there is no ONE correct answer. It depends on how you define filled. I chose to define it as the first tank to fill to a point of over 80% at which it couldn't take on any more water (which is 2). Tank 3 is an acceptable answer but it was not the one I was looking for. And I am the boss of this thread. If the tanks are closed, the answer changes again.
