There's nothing wrong with having a different Herald to start with other than the Surfer. FOX already did the Surfer so they may just want to not be repetitive.
FoX-Men didn't include Scarlet Witch, Mastermind and Quicksilver in Magneto's Brotherhood in X1 after all
Its not repetitive, Norrin Radd is THE silver surfer. From his design, to the cartoon, games and even in the Fox films where he was praised by fans in an otherwise mediocre movie, hes actually one of the more iconic mainstream comic characters beyond the main ones. Gender swapping to an inferior version is stupid, if the rumours are true. X1 was introductory with a limited budget so the power effects of Scarlet witch, quicksilver or Mastermind would not have been visually doable. It does feel kind of wasteful to introduce a Herald in Fantastic Four that's NOT the Silver Surfer. Like, why??? Why not just use Silver Surfer who's the most popular herald. It's like in WandaVision when they wanted a big bad magic-using villain, they ended up using such an obscure character like Agatha. Why not Mephisto or Enchantress or Nightmare or even Baron Mordo?

The one good thing about using a character like Nora is that she hasn't been used in a film before, so it would be something different.

As is becoming the case I won't believe anything is real until I see a trailer. I'd have said cast Anson Mount as Reed Richards but he's already Blackbolt (I guess) and his plate seems full with Star Trek: Strange New Worlds.
There's no one I can think to slot into any other character. I'd say Michael Fassbender would make a good Doctor Doom, but he's been used. The guy (whose name I don't know) who played the bad guy in The Watchmen could work as doom too maybe.

Mar-Vell was a rather useless character who was better dead than alive, and the Silver Surfer isn't being gender swapped.
