when you were a kid or however old you were the first time you saw Return of the Jedi? Palpatine wasn't over-the-top, yet. Sure Force Lightning was amazing the first time we saw it, but Vader just picked him up and tossed him. What else could Palpatine do that was unstoppable? Move stuff with his mind perhaps?
There was a reason he kept Vader around. There was a reason Palpatine feared Luke. It's stated in the movies he believes Luke could destroy him.
In a world where prequels, sequels, and comics exist, Luke takes Palpatine in a fight.

Probably. Only thing is, Luke was never going to kill him so that made the fight somewhat pointless. Palpatine wouldn't have extended the same mercy.

Luke killed close to two million people, why would he have mercy on Palpatine? Why is Palpatine special? He didn't spare Palpatine, he refused to kill his father in cold blood (and Palpatine attacked him as a result). He was caught off-guard. If he knew an attack was coming, he wasn't going to let the Emperor kill him. He didn't plan what happened. He's shocked when Vader saves him.

Palpatine just stood there and let Vader pick him up and toss him after slowly walking to the ledge with him. He didn't fight back at all. Plenty of time to do something. Instead he just did this:
