There's a great book by two investigative reporters from the times about how they bought it, very depressing read. A lot of people are dying getting the stadiums ready too, not that FIFA seem to give a shit.

The Democracy of FIFA actually works against fairness as everyone gets the same voting power. Therefore the very poor African nations get bribed with funds for the infrastructure of football in their countries ( which of course gets diverted). This was how Blatter could stay in power so long as he had the support of people like Jack Warner of CONCAF and other heads of African Football Associations. Ironically there will only be fairness and bids being approved actually based on "best facilities" if European super leagues were given a higher say in what goes on.

The reality is though that there are so many small federations that are easy to bribe, you will never get a vote based on the best facilities which is the supposedly most important factor. Why does America get it again relatively quickly? Completely down to the monies that can be achieved from US broadcasting rights. In a sane world the big European leagues should refuse to play in Qatar and call FIFA's bluff.

Europe is already saturated, but America has huge growth potential and money. Africa, huge growth potential and a bit of money.
