Now, as far as I know Ice Climber doesn't qualify for this because it's only in one location. Basically it's a game that takes place on only one screen. Just like donkey kong.
And Slalom, same thing. Basically just one screen.
Therefore would you agree that the only game like this is Zelda winter Solstice? Which is a remake of Zelda II.

There might be some other Old 2d games that take place only at winter time... but I don't know about 'em.
And ice climber, which doesn't count.
