It's about location, weather, and social programs. First is the practically open border with Mexico, and all the coastline to land other "undocumented immigrants" from other countries. The there's the climate and handout-programs. Why be a bum in chilly New York when there's sunny California just waiting to give you "free" stuff. When I lived in San Diego in the early 2000s, a "living carpet" would start forming along 6th Street in Balboa Park about 5PM daily.
