Now when there are no payphones anymore and just about everyone has their own phone attached to an IMEI number, I think that's sort of a thing of the past, no?

You can still buy a pay-by-the-month phone without showing an ID. They don't allow unregistered SIM cards no more where I live. I don't know how it is in the US, but it seems that more and more countries are implementing this, so it's probably a matter of time before it isn't allowed there either. You can go to great lengths to get one, but it's costly or not easy.
