1. Weird al yankovic. Or 2. nikki Minaj. Or however you spell her name.
Both of them have committed music crimes by being horrible at music. And releasing bad stuff.
What do I mean? Here's the thing:
Many artists release bad music, but I at least get the impression that they themselves think that it is good in some way. In other words they believe in what they're doing at the very least.
I cannot get the impression that either artist could possibly think that their music is good.
These two people stand out, as far as me believing that it's far fetched to think that even they think their music doesn't suck.
They stand out, because I can't think of any singers that are a better example.
close enough to be a tie? I think so.

the weird al person isn't a musical act, just a novelty thing so wouldn't even call it music. Sort of thing no one over 13 could find amusing.

Isn't the correct answer supposed to be a choice between Yoko Ono and Wing Han Tsang?

Isn't the correct answer supposed to be a choice between Yoko Ono and Wing Han Tsang? It's a well-known fact that Yoko is practically Tokyo Rose.
