The main difference is that dead people tend to be old and therefore have old friends, which means that they like to have time to get organised.
Funerals are all very well, but a memorial service gives you time to sus out the parking and where to go for lunch

Generally, a memorial is held separate to a funeral and more public when someone is of note dies and the family wants a smaller private funeral first.
Since Jewish funeral customs requires a body to be buried within 24 hours, they will hold often a memorial later.
