The criteria is that the scenes are a continual flow of either one location or one character in a flow going through locations or cut away shots from such scenes, back and forth.
You may wonder why I leave out some monumental scenes from monumental films. I don't have any of the thousands of great scenes from LOTR, for example, but that's because you could omit any of those scenes and still have a 10/10 masterpiece. These are scenes that helped the film become greater than it might have been otherwise.
10. Something from 007? How about the henchman killed by "Number One"? Of course, the embezzler from THUNDERBALL.

Cabaret gets the nod from me. Just saw the film again recently on the big screen and that scene still has the power to chill the audience.

Cabaret gets the nod from me. Just saw the film again recently on the big screen and that scene still has the power to chill the audience. I love it when Michael York at the end says "you still think you can control them?" I always thought of this scene as a horror scene.

It doesn't have to be graphic in any way--just terrifying in what it suggests.
