There's one by each window in my flat. They're about two inches across, feel very solid and are about 6 feet off the floor. It feels like they're part of the original building which I would estimate is 120 - 150 years old. Can't be sure about that, though.

They might be for attaching ropes to so work can be done outside or deliveries made if hoisting is involved. We had more modern versions of those when I was involved in building facilities management and every now and then I’d have to check on them.
Or perhaps they were used for bizarre sexual practices.
