That and given the exploratory aspect behind the “final frontier” sentiment, I think a closer comparison would be to the Lewis and Clark expedition. BThat enterprise (hehe) also had a military element overlapped with its primary purpose which was scientific exploration and establishing contact with the indigenous populations.

Not intentionally, no. Roddenberry was a hippie. An idealist. He liked to sell the notion that they were explorers, but lets be real, they were a military.
