In MERCY, the mob takes control of a hospital where one of its members (Ryan Quinn) has been admitted as a patient. His brother Sean is claiming that an FBI agent was the culprit, when in reality it was him who shot him. I don't think it's a spoiler to say that the truth comes out during the final showdown with the heroes, because it's the most obvious direction the story could've been taken in. Why not write Sean's betrayal as a plot twist instead? It would've made the confrontation between villains more interesting, without the neverending build-up. Despite a couple of unintentionally funny moments (the way in which the cops salute the protagonist (a doctor with a military background named Michelle Miller), and the way electricity is shown when a henchman is zapped), this is a generic action/thriller with bad directing and weak performances.
