Basically, I've heard people say it was as soon as 1985.
More common though, is people saying it ended as late as 1996.
Somewhere in the middle most likely, definitely around 1990. Give or take one year. It actually adds up too; all classic rock bands released their last good music around 1990.
Or... I should say, didn't make anything good after 1990.

For me, the 90s and 00s had about 10 very good albums each, since then, none. 80s after 1980 had about 3 a year.
I'll say 1980.

I listen to a whole lot, but it's all scattered and non-mainstream. But compared to, say 1967-1972, which were all monster years, 1981-2024 pales in comparison, especially for entire albums.

I don't know about an exact year, maybe sometime in the 2010s. While there will always be good music being made if you dig enough, the quality of the mainstream has been declining for years. Eventually the top 40 will be thrown together by AI and nobody will notice the difference.
