For me it's;
1) writing 2) plot 3) technical production (sound, camera work, etc.)
Even in a stupid movie, good dialogue is necessary or I lose interest.
What about you? Sex, attractive actors, action, violence, etc.

Entertainment value.
Believability. Not necessarily realistic, but what I am seeing has to look feasible/plausible. Bad effects take me right out of a movie.

Story and writing, for sure. But also quality acting to help bring some believability.

Unless it's intentional (science fiction, comedy) I can't accept illogical or unrealistic dialogue or plot twists. Especially when their only purpose is to advance the plot.
To me, that is just bad writing.

And another thing that really grinds my gears is vehicles driving around with their doors unlocked. Especially in obviously high crime areas. (I guess the crew is too lazy to lock the doors for inside vehicle video.)
And blinds and curtains open at night. Especially in dramas where the subjects are supposed to be hiding from others who wish to do them harm. Everywhere I go --- especially in the city --- everybody closes their blinds and curtains at night. Even when they aren't hiding from those who wish to do them harm. (I guess directors think open blinds and curtains make for better camera shots and video. Or the crew is too stupid or lazy to close them for night scenes.)
Stupid.

Writing, interesting characters, ability to evoke emotion, other technical features like editing and cinematography. I agree about interesting characters. If everything else is good, but there are no interesting characters, I lose interest.

While I agree with this sentiment, I wish to add that there must be at least one likable character (preferably one that doesn't die within the first ten minutes, lol). Not that they should all be goody-goodies, as that would be boring--and sometimes the supposed villain can be more likable than the supposed hero--but if all of the characters spend all or most of their time sniping at each other and doing mean, petty things, I reach for the "Off" button pretty fast.
