The real problem, Mr. Sedwill, is that they don't intend to govern, their strategic horizon ends at the career ladder inside of the party. They don't want to be schooled by civil servants in how to make people's will a law. They rather like to blame them in case things don't work out as intended. They just want to give their voters the impression that they really want to change things - that's enough, everything else is hard work to them.

Former civil service boss Mark Sedwill blames constant rotation of personnel and lack of proper teaching for poorer strategic thinking
