He had been visiting my home town in June 1991 on invitation of Helmut Kohl.
Perhaps I can add a nice anecdote about him:
We had prepared an official costly welcome menue at the hotel,
but suddenly he and his wife Mila were nowhere to find.
Some hectic hours later we found both in a beer garden among normal people! :D
They ate their Bratwurst and drank a Stein Bier there. (a Stein = 1 liter)

Did they get repealed, or are they still there? Oh it's still there. And they added other taxes since then. I recall there was a scandal with his wife using taxpayer money to refurnish their residence but seems pretty insignificant compared to now.
In Canada political parties routinely implode from corruption--so after the Progressive Conservatives--that was the name of the party under Mulroney, it ended up collapsing--got less than 2% of the vote I remember--I think it had to do with Quebec and the tax increase. He didn't leave office with public affection.
