Biden is a genius. For too long, people were suspecting that illegal immigrants were over-represented in crimes across America.
So, instead of letting such racist facts get in the way of the narrative, Biden developed a plan.
Starting in 2021, it is now optional to share crime data with the FBI.
Now that over a third of all precincts don't, reported crime is lower than it was during the Trump years. And we get our state media to brag about the lower crime stats:

Meanwhile, the public is too dumb to see the man behind the curtain.

The crimes should have been reported by police to an FBI database called the National Incident-Based Reporting System, or NIBRS — a program that includes thousands of participating law enforcement agencies — that allows the federal agency to monitor and target spikes in violence.
But for the third consecutive year, Pittsburgh did not turn over its annual numbers to the system, including homicides and assaults, making it nearly impossible for police experts and citizens to get a true picture of crime in the nation from the FBI.
