Wasn't Murray Head famous designer to the English stars (and part-time actor) back in the era of Swingin' London? I deep dived google with this earlier today. He apparently wrote it about Nixon, with a nod to Shoeless Joe Jackson.

I think his last hit was One Night in Bangkok from the '80s.
