Needs some practical examples. Sounds to me like a few people have come up with a theory and are getting an audience, which keeps them going, but they don't really know what the use of the theory is yet.
Same happened with internet of things (IoT) - people talked about that for years and oooh'd and aaaaah'd about this grand new world while the only example they could give was a fridge that could automatically reorder milk when it got low. Like big fucking deal.
IoT was hyped to sell a load of copy and consulting and all kinds, but all it boiled down to in the end was getting an internet connection to a load of machines and reading data from them, i.e. not much more than a production line where the feedback loops are extended outside the factory walls via internet rather than an internal network. Wow!
