Why else would anyone drop sandbags onto the highway like that except to cause harm to the people driving on it?
I say murder is a rightful charge in this case.

Intent in regards to murder has to be taken in to consideration. The outcome of this is heinous but I doubt the intent was to kill.

Many teens are too stupid and immature to know the consequences of ridiculous acts. That was the whole reason for originally not prosecuting teens (below 18) as adults. I can imagine them doing it as a dare because they thought it would be awesome, cool, interesting, fun, exciting and interesting. Never consciously wanting to kill anybody. Or even seriously hurt someone.

It depends on the jurisdiction but there are many places this could be charged as murder, and rightly so.
The fact death was not the intention is irrelevant. Death arose from a criminal act and the criminal act was intentional.
And to finish off, I've never seen why age should be that important in such a case. I knew what I was doing, knew the difference between right and wrong, by 13 or 14 at the latest. I'd be willing to consider execution here.

It's second degree murder (part 2), or third degree murder. Difficult to tell the difference from the definitions below, both seem to fit.
Second Degree Murder: Definition. Second-degree murder is ordinarily defined as: 1) an intentional killing that is not premeditated or planned, nor committed in a reasonable "heat of passion"; or 2) a killing caused by dangerous conduct and the offender's obvious lack of concern for human life.
Third degree murder can be defined as homicide committed with the intention of causing bodily harm, but not necessarily death. It can be a killing that results from indifference or negligence or recklessness.
