John Hanson The first US government was the Articles of Confederation. The Articles constituted the supreme law of the land from 1781 until 1789, which is when the current Constitution went into effect. The Articles were written and passed by the Continental Congress in 1777 and were ratified by all 13 states in 1781. linkSince there was no executive branch during this time, Hanson and others served more as prime ministers than as a president.

A prime minister is the head of the legislature, technically. He's not really the chief of state.
In the U.K. the Queen is the head of state while the Prime Minister is the head of government. In the U.S. the President is the head or chief of state.

Did you know the RMS Queen Mary was going to be called Victoria?
Cunard Line named all their ships ending in -ia, and they thought Victoria would be perfect. Their big wigs visited George V to tell him and said "Your majesty we intend to name our newest liner after our greatest queen".
George said "My wife will be delighted!"
Nobody had the nerve to tell him, so they just named it Queen Mary.

Prime Minister is the head of executive, not legislature. I know that in the U.K. the Prime Minister is the head of the majority in the legislature. I'm not sure how you guys do it in Germany.
In the U.S. all power is consolidated in the President.
Under British parliamentary systems there is always a chief of state separate from the Prime Minister. In the U.S. with direct election of a President, the chief of state is not beholden to the legislature. He is independent from it. A Prime Minister can be removed by the legislature.
