Clayface rumored as the new villain. An odd choice for a grounded Batman series. Better off going with Scarecrow or Two Face.

Probably not the best Bat universe to have him in, but we could use some supernatural villains in live-action again. They can pull it off in a serious way as if he's a horror villain or something.

Seeing as how we got another reboot set to either replace or co-exist with this one, they might as well save the more outlandish villains for that one.

Picking a new villain in such a gritty universe like this is tough. Riddler was too close to Hush imo when he was in the mask, then perfect “classic” Riddler when he was out of it.
Then the Joker has been done to death, so I doubt they want to lean on him as the main bad guy yet. That leaves guys like Two-Face (done in TDK) and Black Mask (recently done in Birds of Prey) as the two main “realistic” villains they could use. Kind of doubt they go with either of them either.
The Court of Owls also seems a little too close to what Riddler was in the last one.
Then, a lot of the other choices are either too unknown (Zsasz, Calendar Man, Mad Hatter, etc) or too extravagant for this universe (Clay Face, Mr. Freeze, etc).
I’m really interested to see how Reeves handles this villain.

Picking a new villain in such a gritty universe like this is tough. Riddler was too close to Hush imo when he was in the mask, then perfect “classic” Riddler when he was out of it. But I’m also not a fan of the big goo monster version, so… The only way I could see this working is if it’s like the character’s first appearance where he’s Boris Karloff and is killing the cast and crew for a movie that replaced him. That would actually be a good setup for the Batman mystery movie I wanted from the first The Batman, now that I think of it…

But… the first movie didn’t even remotely set up the possibility of any fantastical elements so it would be pretty jarring to suddenly have them. Not sure why that is, as I’m fine with Spider-Man, who has a similar rogues’ gallery, fighting the paranormal. Maybe it’s because Spidey has superpowers while Bats doesn’t. A faithful adaptation of The Long Halloween—followed by one of Dark Victory!—would be great, but they probably won’t do that any time soon. Scarecrow and Two-Face are good choices… Two-Face has been particularly ill served by the movies—I wonder if screenwriters just have trouble coming up with Two-Face stories? Batman works better with outlandish but powerless villains. Although I do make an exception for Poison Ivy (and Mr Freeze, if he counts as being superpowered). She’d be pretty goofy in live action- and would not work in the Reeves series- but I’m hoping they use her in the new James Gunn DCU series.

The Wrath? “Anti-Batmen” are always fun, and Wrath doesn’t have the alternate-universe baggage of Owlman or the goofiness of Killer Moth. The character’s debut story isn’t that great (the writer, Mike W. Barr, often has these intriguing premises but flawed executions), but it probably could be adapted into something better. That said, a writer could also do Owlman without revealing he’s from an alternate universe, or at least just hinting at it.
