When you submit your tax return, you get a page that asks you to say what % of your taxes you want to go to each category of government expense.
It couldn't be followed exactly but it would give government a democratic view of what people see as priorities.

To the extent that you can vote for representatives who have similar philosophies and pass laws about how much each budget item should be funded.

When people (in America) vote Republican they know their tax dollars will be going to a stronger military, a stronger economy and less social programs. When people (in America) vote Democrat they know that their tax dollars will be going to more social programs, bigger government, income distribution and foreign aid. The specifics are left up to the politicians and government administrators.

No, but I have an alternative idea.
Every single person who makes a dime, in any form whatsoever (wages, bonuses, options, dividends, contractor payments, interest, capital gains, benefits, etc.) should pay exactly the same flat rate percentage on the money coming in at the time they are paid. It should be spelled out in bold letters on their pay stub, etc. The amount should be a floating amount determined to precisely fund the government's obligations as of right now. If a new spending program is enacted, that rate should increase by the appropriate amount immediately. No filing, no deductions, no refunds, no progressive scale based on income, just moment-by-moment feedback of how much is being spent by government that everyone pays in the exact same proportion.
I can guarantee you that every politician would become a budget hawk overnight.
