You can assume the Russian government is lying close to 100% of the time which makes it easy because you can just assume the opposite of whatever they say. The Chinese government is closer to 50/50 so you're really just taking a blind guess most of the time.

Generally the Chinese government. Russia wants to supplant us on a global scale. China just wants to dominate Asia and sell everyone else their crap.

At least China is a lighter dictatorship. And they try to improve their own country and international relations.
In Russia they have absolutely no problem to poison, to kill and murder anyone who tries to oppose them.

China just because they rely a lot on us to buy their stuff (don't wanna lose a good customer) and Xi Xi Jinping seems slightly less terrible than Putin. And of course there's the fact that were not currently at war with China.
